There was no press release. No earnings-call headline. UPS quietly updated its rate change notices on ups.com, and just like that, the 2027 General Rate Increase is live: an average net 5.9% across Ground, Air, and International daily rates, effective December 21, 2026.
That’s the same headline FedEx and DHL Express posted for 2027 – and the same number all three carriers have leaned on for three years running. The cumulative increase since 2020 is now approaching 57%. Yet the 5.9% is just the average. UPS hasn’t published its cell-level rate tables yet, so shippers can’t model the real impact by service, weight, and zone. The headline is out. The math you need to protect yourself isn’t.
Here’s what we know is changing – and when.
November 2, 2026
- Fuel surcharge tables change for U.S. Ground, Ground Saver, and domestic Air – weeks before the base rate increase takes effect
December 21, 2026
- Base rates increase an average net 5.9% on Ground, Air, and International daily rates
- Small Business Rates also increasing
- Additional Handling minimum billable weight jumps from 40 lbs to 50 lbs – a 30 lb package currently billed at 40 lbs will bill at 50
- Zone ZIP lists changing – origin/destination pairs being reclassified
- Area Surcharge ZIP lists changing – some ZIPs moving to higher delivery area tiers
- Origin-based surge fee (NEW) – per-package charge on Ground and Ground Saver from certain origin ZIPs; amounts and ZIP list expected early November
January 4, 2027
- Paper Air Shipping Document surcharge: $5.00/pkg
- Paper Ground Shipping Document surcharge: $10.00/pkg for 3 Day Select and Ground (FedEx has similar fees starting January 18)
What’s Still Missing
UPS has not published its cell-level rate tables by service, weight, and zone. The origin surge fee ZIP list and per-package amounts are also still pending. Until those drop, shippers can’t model their actual exposure – which is exactly the problem.
What to Do Now
Don’t wait for the full tables to start preparing. Model what you can with the surcharge changes above. Audit your invoices before the new rates take effect. And if your carrier contract is more than 12 months old, it’s time for a fresh look – especially with the new Additional Handling floor and the origin surge fee on the way.
We’re watching for the detailed rate tables and will publish our full UPS vs. FedEx 2027 rate comparison as soon as they’re available. Stay tuned.
